403 Forbidden

description

I am getting a 403 Forbidden message show nothing else, not stack trace or anything.
 
I am logged in as a site collection adminstrator.

The process cannot access the file 'C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\wpresources\AccessCheckerWebPart\1.0.0.0__943c90ea94e8d758\LogFile_20090729_095255.log' because it is being used by another process.

I get that, turns out that 1.4 (latest build) is writing to a log file that creates the log file then can't edit it for some reason, I can load the web part, have it validate a name then get a 403 when I check access. Would be nice to turn off the logging.

I deleted the logfile (which was empty) to see if it is recreated but it was not.
The changeset I used to test this, was 24736.

I know this is an old project but it's a great idea. I'm stuck on this problem - the webpart simply doesn't work after it encounters this error.

I can't recompile a fix because I don't have a dev SP environment.
